Position Overview:
The Chief Officer serves as the second-in-command and primary support to the Master in managing the tugboat’s deck operations, navigation duties, and crew leadership. This role is critical in ensuring that towing, mooring, and escort operations are executed with precision, safety, and efficiency. The Chief Officer is also responsible for overseeing vessel stability, deck maintenance, cargo integrity (if applicable), and enforcing safety protocols on board.
An ideal candidate will have hands-on experience with ASD maneuvering operations, strong leadership skills, and deep knowledge of deck equipment and maritime compliance.
Key Responsibilities:
Deck Operations & Navigation
- Assist the Master in maneuvering and navigating the ASD tugboat during towing, berthing, escort, and offshore support operations.
- Supervise all deck operations, including line handling, mooring, towing gear deployment, and retrieval.
- Conduct regular inspections and maintenance of deck machinery (winches, ropes, fairleads, fenders, towing hooks).
- Oversee safe operation of deck cranes and other lifting equipment if installed.
Safety & Compliance
- Ensure crew compliance with onboard safety procedures, PPE use, permit-to-work systems, and HSE practices.
- Plan and conduct regular drills including fire, abandon ship, and man overboard exercises.
- Ensure all lifesaving and firefighting appliances (LSA/FFA) are functional and meet SOLAS requirements.
- Assist with implementation of the Safety Management System (SMS) and ISM Code obligations.
Crew Supervision & Watchkeeping
- Supervise Able Seamen, Oiler, and Deck Ratings during all operations.
- Allocate daily work plans for deck crew and monitor progress.
- Maintain discipline and performance standards among crew under his supervision.
- Maintain navigational watch as Officer of the Watch (OOW) in accordance with STCW and company procedures.
Administrative Duties & Vessel Stability
- Monitor vessel stability, draft, and trim to ensure safe operations during towing or harbor assist.
- Assist in maintaining deck logbooks, inspection records, checklists, and inventory of deck stores and gear.
- Prepare safety briefings and toolbox talks before high-risk deck operations.
- Report near misses, unsafe acts, and onboard incidents to the Master and safety department.
Technical Oversight
- Liaise with the Chief Engineer regarding deck machinery issues or repairs.
- Conduct minor repairs and maintenance on deck fittings when required.
- Manage mooring and towing equipment inventory and ordering requests.
Candidate Specification:
Mandatory Certifications:
- STCW II/2 – Chief Mate Certificate of Competency (Unlimited or Near Coastal, depending on flag/state).
- Valid STCW Basic Safety Training: PST, FPFF, EFA, PSSR.
- STCW Advanced Firefighting Certificate.
- GMDSS (preferred or as required by vessel).
- Valid Seaman’s Book and Passport.
- Medical Fitness Certificate (MLC-compliant).
Experience:
- Minimum 3 years’ sea time as Chief Officer or Second Mate on ASD tugboats or offshore support vessels.
- Demonstrated experience in towing, berthing operations, and harbor assist duties.
- Familiarity with deck gear handling and emergency towing procedures.
Knowledge & Skills:
- In-depth understanding of tugboat handling, ASD propulsion systems, and tow line dynamics.
- Proficient in navigational equipment: ECDIS, radar, AIS, GPS, gyrocompass, etc.
- Strong knowledge of SOLAS, MARPOL, COLREGs, and ISM code.
- Competent in shipboard safety leadership and toolbox talk facilitation.
